Energy efficiency upgrades in multi-owner residential buildings
This technical report was published in 2018 by the Joint Research Centre, the European Commission’s science and knowledge service. It reviews different issues connected with energy efficiency upgrades in multi-owner residential buildings in seven EU Member States: Belgium, Finland, Germany, Poland, Portugal, Spain and the UK.
It provides a deep analysis of legal, management and administrative obstacles in multi-owner buildings which stand in the way of renovation works of commonly owned areas of these buildings. The main topics of the report are status of property, tenant law and current challenges in management, governance and decision making process.
